The State Duma on Friday will consider the second reading of amendments to the law on lotteries, “Vedomosti” familiar with these amendments. The entire list of amendments already approved the adoption of the relevant committees on budget and taxes.

In the article, regulating the basic concepts of lotteries, we introduce the amended definition of lottery equipment. In the new edition under it should be understood as a device (random number generator) or a set of mechanical, electronic, electrical or other technical devices used for the raffle prize lottery. Previously, under the lottery understood equipment made specifically for the lottery, or with the appropriate programs.

The article also added two new items that define the concept of a lottery terminal as a device designed to enter or select the play patterns and betting and lottery program - a computer program specifically designed to collect data on the distribution of lottery tickets and received bids for the management of lottery equipment and (or) for the raffle prize.

“Everything was done deliberately in order to separate from the lottery machines. We have consulted with experts from the lottery market,” - says one of the sponsors of the amendments, Natalia Burykina, MP from United Russia, a member of the Committee on Budget and Taxes. According to her, the Ministry of Finance prepared the amendment.

“This is a deliberate attempt to legitimize psevdoloterei, lotomaty and slot machines,” - says officer largest lottery company.
